пробывал его настраивать,да вот только не понял в чём там может быть трабл?
после первой попытки поменял на другой конфиг из другой сбори,тоже самое(
мб это сборка не фурычит?

Гм Шоп переделать только sql.
В баффере импорты и возможно выдачу баффоф (не помню уже про с4 ничего)

О,появилась идея но не знаю как её реализовать
суть идеи:Вот знаете есть такой нпц он новичкам даёт баф,ну он ешё в начальных городах стоит,так вот мб ему дописать бафов немного и сделать так стоб бафал с 1 по 78 лвл?
реально ли это сделать?

Реально. Смотрите тип и ID NPC.
Если тип NPC отличается от L2Npc, то смотрите его инстанс и там правьте (возможно баффы в бд).
Если он L2Npc то смотрим html.

Для начала посмотреть его ID, потом в базе посмотреть тип этого ID.
